The maximum clock frequency for the 74HC595D is 25 MHz, but it can vary depending on the operating voltage and temperature.
To ensure that the output pins are in a known state during power-up, you can use an external pull-up or pull-down resistor on the OE (output enable) pin to force the outputs to a known state.
The SER pin is used to serially input data into the shift register. It is the input pin that receives the serial data stream.
To cascade multiple 74HC595D devices, connect the Q7S (serial output) pin of one device to the SER (serial input) pin of the next device. This allows you to expand the number of output pins.
The 74HC595D can sink or source up to 25 mA per output pin, but the total current should not exceed 70 mA for the entire device.
